When must a teacher discipline students?

Discipline defined!
3/22, 7:00 AM, Rm 302. Seeing the scene stunned me. The teacher conducted  class to only two students in the classroom?  What a sight!
Learning the situation, I laughed. Most students did not study the assignment given by the teacher nor bring their textbook to the class for the discussion. The teacher was so prepared and could not bear the thought of being taken for granted. Hence, students were sent to the gym. The two who were left at the room were those who prepared for the day’s lesson.
Sounds unfair for the students. The teacher appears overly strict.
But isn’t the teacher right for imposing such a discipline among students who do not conform to their teacher’s instructions?
Students pay for the tuition fee required of them but they tend to be lax when it comes to studying. Yes, the teacher is responsible for motivating and teaching them the lesson that they need to learn for the day but they, as students are also responsible for preparing on their participation for the day.  Learning is a two-way process. Thus, preparation does not rely upon the teacher alone. The teacher’s intention is to make her students understand the importance of learning and the preparation before the actual learning process takes place and this implies discipline.
As it is said, “Discipline is the bridge between goals and accomplishments.”(jim rohn)
